The Governors of the Postal Service today voted to implement the Postal
Regulatory Commission's recommended rates under protest and return
portions of those rates for reconsideration. As a result, the rates
distributed to members in the February 26th and March 2nd issues of
Postal Points will remain in effect if and until any changes are made by
the PRC. The Board of Governors set May 14th as the effective date for
the new rates.
The case now will be returned to the Postal Regulatory Commission so
that it can reconsider specific elements of the case as requested by the
Governors. The Governors have concluded that three issues - Standard
Mail Flats, the Nonmachinable Surcharge for First Class Mail letters,
and the Priority Mail Flat Rate Box - would benefit from further
consideration.
The Postal Regulatory Commission does not have a time constraint for
responding, but it is unlikely that their answer would take as long as
their initial decision on the Postal Service's filing.
